Subject	Fuse, Brake light issue

Message	The other day I noticed that my brake lights weren't engaging when depressing the pedal, am I right to assume that the problem is the yellow 20 amp fuse here? It won't come out at all, you can see that I pried on it pretty hard. It seems like it may be melted on the outside? Is there a way to take the whole box (containing the 3 fuses) out, I tried but maybe I'm just dumb, I didn't want to force the thing out. Any suggestions?
